Planning Application Overview

In July 2022, Cadence Property Group submitted planning permit applications for the staged development of 1 Hudsons Road to Hobsons Bay City Council. This aligns with our vision to create a new mixed-use office, hospitality and amenity precinct that supports local businesses, and brings new businesses to the area whilst also providing a welcoming and engaging place for local residents and visitors to enjoy.

Thank you to those who attended one of our information sessions or completed our online survey.

We’re proposing:

  • Re-develop 1 Hudsons Road over various stages to include office, hospitality and small production spaces that also includes best in-class environmentally sustainable design, green spaces and corresponding landscaping initiatives.

  • Restore the existing two-storey building on Hudsons Road for commercial office and retail space.

  • Restore two of the three existing warehouse sheds for production and hospitality spaces.

  • Two-storey office buildings on the boundary of 1 Hudsons Road along Bernard and three-story office buildings facing Craig Street.

  • A series of mid-rise office buildings centrally located in 1 Hudsons Road with front of house facilities for co-working and or retail occupants.

  • Plenty of space for bike racks and electric vehicle charging infrastructure.

  • Landscaped gardens, kids play areas and generous outdoor space.

  • Canopy planting throughout the site.

  • Multiple pedestrian pathways throughout, including pedestrian-only areas.

Our planning applications will provide clarity to neighbouring residents, operators and the wider Spotswood community on how we intend to stage the development of 1 Hudsons Road.

The planning applications outline the scope of development that is being considered for the first stages of the project, inclusive of number of buildings, the height of these structures, traffic and parking management, pedestrian pathways and space allocated for public amenity.

Who is Cadence?

How long have Cadence owned the property?

We purchased 1 Hudsons Road in 2017 with the intention to redevelop the site in-line with our mixed-use vision in a phased approach over the next decade.

What is Cadence’s vision for the property?

We intend to be the long-term owner of the property and are proposing to create a mixed-use office, hospitality and amenity precinct that supports local businesses, and brings new businesses to the area whilst also providing a welcoming and engaging place for local residents and visitors to enjoy.

DESIGN AND PLANNING PROCESS

Does the planning application include residential and commercial components?

Our proposed plans do not include any residential buildings. We are proposing to create a mixed-use commercial office precinct with associated spaces for food and beverage operators, including production facilities with retail interfaces. We look forward to announcing some of the exciting groups who have committed to establishing operations in Spotswood.

How many storeys will the buildings on the property be?

The applications include a master plan that conceptualises our vision for the development of 1 Hudsons Road and how a variety of buildings will be constructed across the site. The heights of these buildings range from single storey to nine-storeys, however there is only one building proposed at this nine-storey height which is being designed to accommodate a multi-level car parking structure and office above. The Bernard Street buildings will be two-storeys (one level below Council’s Draft Structure Plan for the area) and those facing Craig Street are proposed to be three-storeys high.

Will there be any overshadowing by the proposed buildings?

There will naturally be some overshadowing created by the built form being proposed. These shadows will predominately occur within the site and have minimal impact on both public and private amenity. We have carefully considered the Bernard Street interface and opted to reduce the height to two-storeys (one level below Council’s Draft Structure Plan for the area) to minimise and offsite impacts.

How have you engaged with the community about your plans?

We started the conversation with the local community midway through the year. Two information sessions were held in June and an online survey was launched for community to provide feedback on our plans.

Neighbouring residents were informed about our plans and the information sessions via a letterbox drop.

What feedback did you receive through consultation and how has this been used?

In particular, we heard feedback from the community about how the site can offer:

  • Industrial heritage preservation

  • Energy efficient design

  • Green spaces and indigenous planting

  • Active mobility and pedestrian links

  • Temporary space activation

  • Traffic and parking management

  • Opportunities for art, performance, markets and wellbeing activities

  • Welcoming people, creature and nature into the site.

We have used this feedback to refine our plans for the northern section of 1 Hudsons Road and submitted these to Hobsons Bay City Council for approval in July.

What is the status of the planning application for the building on the corner of Hudsons Road and Bernard Street?

A planning permit (PA210239) was issued by Hobsons Bay City Council in January 2022. This permit allows for the existing red brick building to be retained and repurposed to be used as a café and office space.

What is the status of the planning application for 25 – 67 Craig Street?

Cadence is requesting approval to amend the approved planning permit PA1636037 to construct 22 office warehouse units (reduced from 78 office warehouse units) and maintain the open-air storage at the rear of the property.

Additionally, Cadence is proposing to amend how cars and heavy vehicles will access the site by imposing the following restrictions:

  1. Craig Street East (of the gravel area): is to become the primary access point for all cars and heavy vehicles

  2. Craig Street West (of the gravel area): is a car access point only Drake Street:
    a). Access is to be via a right turn into the land and left turn out from the land.
    b). This change is designed to prevent heavy vehicles and cars from turning right into Drake Street from the land, consequently ensuring no heavy vehicles access the site via Craig Street and the surrounding residential road network.
    c). Concrete bollards will be installed (at the Drake Street access point) to reinforce these desired turning movements and preventative measures.

How will the plans reflect local character and contribute to Spotswood village?

Cadence has appointed architecture firm Six Degrees and landscape designers Oculus to design an inspiring and active commercial precinct within Spotswood.

Our proposed plans will seek to:

  • Maintain many of the industrial characteristics that are currently located on the property, including brickwork and steel framed structures

  • Maximise planting, landscaping and placement of green spaces throughout the site

  • Create a family friendly area with strong pedestrian links and infrastructure to support connectivity and active transport options.

How has the planning application been guided by Hobsons Bay City Council’s Draft Structure Plan?

We continue to engage with Council regarding our development plans and have had specific discussions regarding the Draft Spotswood Activity Centre Structure Plan.

We have ensured our plans align with Council’s desire to see a mixed-use outcome for 1 Hudsons Road. We have also ensured our plans adhere to Council’s desire for greenspace, open space and public amenity.

How does the planning application reflect the community feedback provided in Hobsons Bay City Council’s Spotswood + South Kingsville Place Guide?

Our proposed plans have considered community feedback provided through the extensive consultation undertaken by Hobsons Bay City Council from 2020 to 2021. These insights include the community's support of active transport, a variety of retail options, more trees and greenery and facilitating a sense of community.

A key theme noted from this consultation was the impact of heavy vehicle movements on the local neighbourhood. Our desire to create an office and amenity precinct will avoid introducing more heavy truck movements. We have also sought to limit heavy vehicle movements to the eastern part of the site, which complements the preferred access arrangements for the 25 – 67 Craig Street part of the project.

Moving forward, we will continue our collaboration with Council to identify any projects and initiatives that align with our proposed plans and those that can contribute to improved outcomes for the Spotswood community.

When would construction begin?

The construction timeline is linked to planning approval and tenancy agreements. As a guide, construction could begin in the first quarter of 2023. However, development across the entire site is expected to be rolled out in stages over several years.

COMMERCIAL TENANCIES AND AMENITIES

What types of commercial tenants are going to rent the buildings?

While tenancies are yet to be confirmed, the design of the proposed employment precinct seeks to attract a combination of office-based businesses and maker/producer food and beverage traders.

What impact will the tenancies have on local businesses?

The Spotswood + South Kingsville Place Guide outlined the community’s desire for more variety in retail options. We are committed to complimenting the existing retail offering in Spotswood and this will guide our decision making on prospective tenancies in future.
